Jobs with no Applications are no longer cancelled automatically

Update: Jobs that receive no applications are no longer cancelled automatically by the system. Previously, when all helpers decline availability for a given job, the system would cancel the job, we have updated the process so that parents receive a notification when all helpers specify that they are unavailable, this in turn allows parents to either invite more helpers or cancel the job and post another one with different requirements.
