Application Withdrawal for Helpers

New Feature: Helpers are now able to withdraw applications from babysitting and nannying jobs without getting penalized as long as the withdrawal is done before the job is awarded, keep in mind that once an application is withdrawn, helpers can no longer re-apply to the same job.
